How could you reinstate a fraternity chapter?

At my University the organization that I would really really like to join has been suspended and I've heard many different dates as to when the suspension is going to be lifted, but none are before I graduate in two years. Not only would I like to reinstate/join this fraternity but I would like to change the culture within the chapter so that this(suspension,ban) doesn't happen again. Where should I start? I attend an HBCU if that makes any difference.
